Randonneur handlebars have a very long history: these are adapted from classic French shapes from the 1940s-1950s when bicycle touring was a very popular way to travel. Different models have different subtleties but they all rise from the clamp area so the ramps are at a more comfortable height, and tend to have a good amount of flare so the drops are also usable!

The width given is measured at the bottom of the drops, so the 44cm handlebar is about 38cm where the brake hoods would go.
